In the beginning when as parents we walk into that doctor’s office the first time and are told “you are pregnant”; thoughts of pride, fear, love, compassion, and that bitter sweet moment in time when the thoughts of “will I be good enough for my child”, all come flooding in at once and can overwhelm even the most strongest of person! Under normal circumstances children “DO NOT COME WITH A HANDBOOK” (Tattershall, 2015) telling parents how to raise a child; in this article we will be talking about how the government and Child Protective Services (CPS) has written guidelines (THE HANDBOOK) (See attached pdf for full handbook) FOR RAISING A CHILD. Imagine that, a handbook that every child should be raised the same way no matter the personality of the CHILD!
Here is the thing when you and I were growing up we were what they are calling today “Free Range Kids” (Skenazy, 2008-2015), which today is bad; this is because of “Stranger Danger”. This is understandable to a point; however, when kids roamed the around the neighborhoods years ago the children knew who he/she could go ask for help; the same goes for in the parks. They never talked to people they did not know, that was the common sense factor from yester year.
This story is fact just to give you a clear picture of what could happen on any given Saturday or Sunday in your own home, ER hospital visit, a visit to your priest for help, or a therapist for insight; for a full list of Mandated Reporter’s see below; the following story is the real story which has awful details; it involves a mother of 19, a father of 17, a toddler of 2, a 9 month old, a hospital, police investigations, humiliation’s, termination, corruption on a grand scale, and laws being broken all over the place not limited to the Rico standing. (The RICO Act was created as part of the Organized Crime Control Act of 1970. The RICO Act is codified as Chapter 96 of Title 18 of the U.S. Code, which deals with federal crimes and criminal procedure) (Akinwande & A, 2015). But most importantly this termination was done for profit and according to documentation and the CPS handbook this is the normal way of doing business.
Rosemary Dalton; the mother told this interviewer that on “September 10, 1997 my son broke his arm and the hospital kept my 2 year old son in protective custody from Sept 10th to October 20, 1997 no warrants and no court orders no hearing no nothing. They changed his name and everything. I was tackled down by 7 police officers for them to keep my child away. For 6 long weeks, they accused my husband who was 17 of child abuse” (Dalton, 2015).
Rev. Rosemary Dalton at age 19 and her husband at the age of 17 took their 2 year old son to the hospital like any normal parent would when they noticed something wrong with their child. The following story is fact, and gives a clear picture of what could happen on any given day, time, or place when a mandated reporter makes that call to CPS forcing a parent into the beginning of their own personal nightmare.
At the time Rev. Rosemary took her son to St Vincent DePaul hospital in Bridgeton, Missouri she had two children; her son two and her other child 9 months; her child was complaining of his arm hurting and they could not touch it. Upon getting to the hospital Rev. Rosemary (not ordained yet) found out that her 2 year old son had a fractured arm. Upon the finding the fracture, the hospital called CPS, however; after informing the mother there was no investigation there was no calling the police; there was nothing, they just admitted the child to the hospital and told Rosemary she could not see her son, and that she had to “leave” the hospital and had her escorted off the hospital property.
She then called the police herself filing a police report; since the hospital did not seem it was necessary to file a police report on the behalf of the mother and/or the child and had said one thing to her after calling in CPS “all step-fathers are the abuser” accusing Rosemary’s husband of being the perpetrator of breaking her 2 year old son’s arm (Dalton, 2015). This would be the start of Rosemary’s nightmare, and the last time she would see her son for six weeks as the hospital hid her son from her and had him there under a different name so she would have no way of knowing what was going on with him or contact. The hospital; every time was told to close the case by local officials (police department, and the original CPS investigators) but they would not let this go and had their own security after six week detour Rosemary from seeing her own son.
While Rosemary had this investigation open she was exceptionally cleared of all charges against her; meaning that nothing was found against her that caused the child abuse, causing the child’s arm to be broken. Next the Stepfather was investigated and found exceptionally cleared of all charges against him; meaning that he, DID NOT CAUSE THE FRACTURE in this child’s arm causing child abuse. Therefore; the case should have been over and the child should have been returned to the mother, however; this was not the case.
Seventeen years later Rev. Rosemary’s after losing her whole reason for living; her job, mind, will to live, just the will to survive everyday life became a struggle for Rosemary, after almost dying in 2012 from a heart attack, Rosemary devoted her life to God, and brought her son home in 2013 to the real reason why he was taken from her and it all started because her son was: first; adoptable “according to the social worker Rita Wills” (Dalton, 2015), age appropriate (2), second; the biological father was unknown or out of the picture, meaning easy to terminate rights without withstanding a fight in court proceedings, third; now CPS had to wait out Rosemary. The hospital made a compelling argument to the CPS agency that was looking for a kick back as well and with every child in the system every MANDATED REPORTER (Mattingly, 2007) INVOLVED there is an EXCHANGE of money. This definition of action between the CPS and the hospital’s actions has a name and this action is called “Psychpsema” (see below for definition) (Luna & Stathopoulos, 2011).
For each child that is within the system there is an exchange of money; the “MANDATED REPORTER” (2) is taken care of, the CPS worker gets an annuity on top of their pay check, the Judge is paid, the attorneys get paid, the foster parents get paid, and yes event the adoptive parents get monies that are supposed to make life easier to take care of this abused and neglected child (a burden to this new family that has been pushed on them from a home that was so bad. Why is it when that there was a child left behind?) Why, is it then that Rev. Rosemary was told she was a GOOD Mother to one and a BAD mother to the other?
In the end of this sad termination Rosemary’s son; 17 years later came home finding sister’s and brother’s that his mother was allowed to keep and has trust issues and adaptation problems along with many other things but the one thing that is the worst thing of everything in this whole nightmare; Rosemary’s son will not be receiving the benefit’s owed to him from being removed from his mother’s arms. The four years of paid college, the food stamp program that the adoptive parent’s got for him, the insurance program, the private schooling incentive, the clothing allowance, $313 dollars for an adoption incentive, and $160 in subsidies.
The tragedy is the treatment the child received at the hands of these people; from belts to whatever was handy at the time to the lack of medical care with an 11 pound tumor growth on his neck; the child had to be cut from his ear to the bottom of his neck line for it to be removed. My question to you is “HOW CAN A PERSON THAT ALLOW’S A CHILD TO SUFFER WITH AN 11LB. TUMOR GROWTH ON THE SIDE OF HIS NECK NOT BE CALLED OUT FOR CHILD ABUSE AND NEGELECT, (NO CALLS, NO INVESTIGATIONS BECAUSE THEY ARE ALREADY FRIENDS WITH THE CPS CASEWORKER)? WHILE A LOVING MOTHER TAKES HER 2 YEAR OLD TO THE HOSPITAL FOR A FRACTURED ARM (OBTAINED BECAUSE HE WAS PLAYING IN THE CAR DOOR) AND CAUSED TO LOSE HIM FOR 17 YEARS?”

Psychpsema Definition (1)
- Psychpsema: a system of questionable actions that a Social Service agency or Child Protection Service agency might utilize to achieve profit, through fraudulent means.
1 – A false report of child abuse is authored by a group of social workers against a single parent or parents. The colluding workers then, utilize the methodology of psychopsema to profit from the crime.
2 – A malicious social service worker colludes with her peers to fabricate evidence and to practice psychopsema.
3 – The system of psychopsema subjects a victim into the social service system without merit or justification.
4 – Psychopsema is mainly categorized as an orchestrated assault against a parent, a child or a family by a social service worker, seeking to profit from a crime.
(2) Of course, anyone can report any suspected abuse or maltreatment at any time, and is encouraged to do so.
Reasonable cause to suspect child abuse or maltreatment means that, based on your observations, professional training and experience, you feel the parent or person legally responsible for a child has harmed that child or placed that child in imminent danger or harm.
